Training Vouchers and Reimbursements

Due to a lack of continued funding, effective June 30, 2024, the Maryland State Department of Education is no longer accepting applications reimbursements for training (or training vouchers). View the memo from the Division of Early Childhood's Assistant State Superintendent, Dr. Shayna Cook, to Maryland's General Assembly.

Training Vouchers and Reimbursement are designed to assist child care professionals participating in the Maryland Child Care Credential Program at Level Two or higher with the costs of training for professional development. 

An application for training reimbursement can be submitted for:

  • Approved Core of Knowledge Training (Note: training must be a minimum of 2 clock hours)
  • Pre-Service training
  • Registration at statewide and national child care conferences
  • Approved College Coursework

An application for training voucher can be submitted for:

  • Pre-Service training
  • Registration at statewide and national child care conferences
  • Approved College Coursework

Child care providers participating in the Credential Program at level two or higher are eligible to receive up to $400 each year as long as funds are available. Requests for training voucher or reimbursement, must not exceed $400.

The following are not eligible for training voucher/reimbursement:

  • Training that has not been approved by MSDE according to COMAR 13A.14.09
  • Fees incurred for training 
  • Association membership fees
  • CDA credential/ CDA renewal fees 

 

 

Typical pre-service courses for which you can use a voucher include:

  • Child growth and development
  • Infant-toddler care and development
  • Preschool curriculum
  • School-age curriculum
  • Director (45-hour Administration)
  • Approved college courses (credit or non-credit)

Approved College Coursework as stated in COMAR13A.14.09 are as follows:

  • (a) Child development; 
  • (b) Early childhood materials and methods; 
  • (c) Special education; 
  • (d) Administration and management of a child care program; 
  • (e) Infants and toddlers; 
  • (f) School-age children; 
  • (g) Health, safety, and nutrition; and 
  • (h) Language and literacy.

    Training Voucher 

    An application for training voucher can be submitted for:

    • Pre-Service training
    • Registration at statewide and national child care conferences
    • Approved College Coursework

     

    How to Apply:

    A completed application and required documentation as indicated on the application form must be submitted at least 60 days before the conference or pre-service training. All applications must be submitted via Maryland OneStop. Applicants must register for their own individual account to submit an application.

     

    Training Voucher Process

    • Approved applicants will receive an approval letter and a training voucher to attend training. The training voucher will state the name of the conference/pre-service course, the sponsoring organization or approved trainer, and the amount of the voucher.
    • To use the voucher as payment, the voucher recipient must sign and date the voucher and forward it to the approved trainer/training organization as indicated on the training voucher.
    • When the training voucher has been accepted by the approved trainer/training organization as payment, the approved trainer/training organization must conduct the training as indicated on the training voucher. 
    • After the training has been conducted, the trainer/training organization will submit the training voucher to MSDE for payment.
    • Upon successful completion of the training for which the voucher was issued, voucher recipients must submit documentation of successful completion. A copy of the following documentation must be uploaded to the Maryland OneStop platform. 
      • Transcript,
      • Grade slip, or
      • Certificate of Successful Completion 

    Steps to Download Approved Training Voucher and Upload Certificate of Successful Completion

    If without good cause, you fail to complete the training for which you were issued a voucher, you will be required to repay the amount of the voucher. You will not be eligible to receive additional training vouchers unless you do so.

     

    National Conference Documentation

    When attending a national conference such as NAEYC or NAFCC, you can have the workshops you attended count towards your Credential. There are two ways to verify attendance and receive credit:

    1. Request CEU’s – most national conferences offer participants the ability to get CEU’s for an additional fee.
    2. Submit the conference certificate and booklet with the following information:
    • On the back of the training certificate, write the title of the workshop(s) attended and have each trainer sign next to the workshop title
    • Submit a copy of the training certificate (double-sided) and the description of the training from the conference booklet

    An application for training reimbursement can be submitted for:

    How to Apply

    A completed application and required documentation as indicated on the application form must be submitted within 180 days of training completion. All applications must be submitted via Maryland OneStop. Applicants must register for their own individual account to submit an application.

     

    Helpful tips for preparing your application for training reimbursement:

    • A training reimbursement can only be issued to the credentialed child care provider. Reimbursement cannot be issued to a child care center/program or any other organization/agency.
    • When scheduling a training, remember to request a receipt from the training organization at time of payment. Keep receipt in a safe place until training completion.
    • Documentation indicating the amount paid for the training is required for all training in which a reimbursement is requested.
    • A certificate of successful completion is required for all training in which a reimbursement is requested. Certificate must include name of the participant, the date of training, training title, training hours completed, name of Trainer or organization, and if applicable, the OCC assigned approval number.
    • To avoid a delay in processing or application return, always double check to ensure that your application is complete and includes all required documentation.
