Pre-K Systems Analysis Workgroup

The Pre-Kindergarten Systems Analysis Workgroup (PKW) was established by House Bill (HB) 1475 during the 2025 Maryland General Assembly Session and was signed into law by Governor Wes Moore on May 6, 2025. The legislation directs the Maryland State Department of Education (MSDE) to conduct an analysis of the state’s current mixed delivery publicly funded prekindergarten (Pre-K) system established under the Blueprint for Maryland’s Future (Blueprint). As part of the analysis, MSDE is directed to establish a workgroup consisting of 12 members appointed by the President of the Senate, Speaker of the House, and State Superintendent of Schools.

The work will be completed in two phases. In Phase 1, the workgroup will meet to answer a series of questions about public prekindergarten in Maryland. An interim report on the results of the analysis is due to the State Board of Education (SBOE) and Accountability and Implementation Board (AIB) on or before June 1, 2026, including recommendations for changes to regulations, policies, and procedures to increase the efficacy of the publicly funded prekindergarten program.

Phase 2 will include implementation and evaluation of recommendations identified in Phase 1. The final report is due to AIB and the General Assembly on or before December 31, 2027. The final report must address changes made by MSDE in response to recommendations of the interim report and any additional recommendations from the workgroup for changes to regulation, policies, procedures, or statute regarding the mixed delivery system.
